A state government department was managing a high-volume citizen application process entirely through physical paperwork and in-person visits. Applications for service certificates and entitlements required manual routing across three offices, took 15–25 days to process, had no tracking mechanism for applicants, and created significant administrative burden for staff. The department needed a solution that could handle 2,000+ applications per month, work within government infrastructure constraints, and be operated by staff with basic digital literacy.

The system was built to operate in low-bandwidth environments and was deployed on the department's existing server infrastructure.
Within 8 weeks of go-live, processing time dropped from an average of 18 days to under 5 days.
